When your people
strategy needs
a clearer direction
Mutiara Consult works with HR leaders and business owners to develop the people practices that genuinely suit their organisation — not borrowed from a template.
Our Services
Three ways we work with you
Each engagement is structured, collaborative, and designed to leave your organisation with something genuinely useful — not a report that sits on a shelf.
Talent Strategy Review
A structured advisory review of your approach to attracting, developing, and retaining people. We examine current practices, workforce demographics, turnover patterns, and strategic alignment — and give leadership an honest view of where things stand.
- Leadership conversations & HR engagement
- Written assessment with clear findings
- Suitable for orgs sensing a strategy gap
HR Framework Development
Working with HR and senior leadership, we develop or refine the core frameworks governing performance, development, career pathways, and reward — ensuring they are genuinely practical for your organisation's size and culture.
- Workshops & iterative drafting sessions
- Complete framework documentation
- Facilitated management launch session
Workforce Planning & Capability Advisory
A comprehensive engagement that connects workforce planning with practical capability development. We map future capability requirements, develop a phased gap-closing plan, and establish a monitoring framework — advisory throughout, not training delivery.
- Capability gap mapping with HR & business units
- Phased plan for closing critical gaps
- Monitoring framework for progress tracking
Is there something about your people
approach worth exploring together?
We work with organisations that have moved past generic solutions and want thoughtful, organisation-specific development. A conversation is a good place to start.
Why Mutiara Consult
What makes the difference here
Organisation-specific, not templated
Every engagement is built around your organisation's actual context — your culture, your size, your current stage of development.
Collaborative working method
We work alongside your HR team and leadership rather than arriving with pre-formed answers. The process itself builds understanding.
Clear, usable deliverables
Outputs are written for the people who will use them — not structured for presentation purposes, but designed to be genuinely practical.
Honest, considered perspective
We share observations that are useful, not comfortable. If there are areas worth questioning, we raise them — carefully and constructively.
Malaysia-grounded experience
Our work is shaped by long experience with Malaysian organisations — understanding the cultural, regulatory, and business context that shapes how people practices work here.
Patience with complexity
Human capital development takes time. We work at a pace that allows for proper understanding — not one that rushes toward a conclusion before the picture is clear.
Common Questions
Things people often ask us
Who do you typically work with?
We work primarily with HR leaders, heads of people function, and business owners in Malaysian organisations — typically those navigating a period of growth or change, or those who sense that their people approach has not kept pace with where the business has moved.
How long does an engagement typically take?
It depends on the scope. A Talent Strategy Review can usually be completed within three to four weeks. HR Framework Development tends to run six to eight weeks. The Workforce Planning & Capability Advisory is typically a longer engagement — often three months or more, depending on the organisation's complexity and readiness.
Do you deliver training programmes as part of your work?
Our work is advisory in nature. We help organisations understand what they need, develop the frameworks and plans to address it, and in some engagements, support the design of development programmes. We do not deliver training directly — we help you build the foundation that makes training and development purposeful.
What does the process look like from the first conversation?
We usually start with a conversation to understand what is prompting the enquiry and whether our approach is the right fit. If there is alignment, we prepare a brief proposal outlining scope, process, and fee. We do not rush this stage — it is important that both sides have a clear picture of what the engagement involves before it begins.
Are your fees fixed or flexible?
The fees listed on our solutions page are starting points. Actual fees depend on the organisation's size, the scope of involvement, and the complexity of the engagement. We are transparent about how fees are structured and discuss this openly during the initial conversation.
How do you handle confidentiality?
All engagements are conducted under a confidentiality agreement. We handle organisational data, leadership conversations, and HR information with care. Nothing shared in the course of our work is disclosed outside the engagement without explicit agreement.
